    Most ?GPL projects use COPYING over LICENSE as a convention & this is
what the README mentions. The file is also not a Markdown file so this
is the wrong file type. It *is* a plaintext file & adding such suffix
helps operating systems + editors understand the file more easily so
.txt was added.
